Identify the contracting organisation, beneficial owners, authorised contact, relevant affiliates, users, end users, and who owns the current systems and data.

Send a plain-language summary using these modules. Do not include passwords, private keys, production datasets, identity documents, restricted information, or customer records in first contact. Secure access is discussed only after authority and scope are understood.
PACKET_02Purpose and end use
Explain the service, intended outcome, technology, destinations, sector, user journey, and what the system must not be used to do.
PACKET_03Language and audience
State whether Simplified Chinese is required, who performs qualified review, which surfaces need it, and the expected devices, locations, network conditions, and support path.
PACKET_04Runtime dependencies
List proposed hosting, domain, content-delivery, identity, maps, messaging, analytics, AI, monitoring, support, and other critical vendors or client accounts.
PACKET_05Data route
Describe information categories, purposes, roles, collection, storage, locations, vendors, remote access, localization and transfer questions, retention, security, rights, and incidents.
PACKET_06Transaction chain
Name seller, customer, service, CNY or other currency roles, banks, payment providers, identity requirements, tax and invoice owner, refunds, fulfilment, and reconciliation.
PACKET_07Required decisions
List known questions involving hosting, ICP, content, privacy, cybersecurity, tax, payments, cryptography, AI, licensing, sanctions, export controls, or regulated sectors and the qualified owner for each.
PACKET_08Evidence and stop conditions
Define what a safe proof would show, which assumptions are prohibited, what must remain available, who can approve release, and which failure ends the project.
Preflight can end without an offer: incomplete identity, concealed parties or end use, unverified critical vendors, unresolved data movement, unavailable payment, sanctions/export questions, or lack of required professional advice may block or end the review.
